Deferred Submittals are engineered designs (and documents) involving more than one professional engineer; engineer in responsible charge (EOR) and specialty engineer in responsible charge(SEOR)and of such, proper coordination as well as correct sequence of involvement is critical to a successful outcome. This applies to all stakeholders, especially building officials. For example, when the EOR and SEOR consider standard of care (i.e., standards of practice) in a respective state, they may or may not be in conflict with each other. Building Officials may have adopted review practices that conflict with both the EOR and SEOR’s professional responsibility.
